Community Based Training Initiatives

The Community Based Training Initiatives Program was designed to provide unemployed community members with necessary basic and/or specialized skills and work experience leading to permanent and/or long-term employment. 

Eligible participants must be a Treaty #3 member who is unemployed, at least 17 years of age and who has been out of school for a minimum of one year.

CBTI projects are considered “group” projects that have 3 or more participants.   The methodology of the program is primarily on-the-job, with some provision for classroom training, and is not to exceed 10% of the total training activity  Projects can be a minimum of 12 weeks and up to a maximum of 35 weeks.

Participant wages are based on provincial minimum hourly wage, Mandatory Employer Related Cost (MERC), overhead, training costs and special costs.  Funds cannot be used for purchase of materials and supplies related to housing. Please refer to program guidelines for detailed information on eligible costs. Maximum rates vary for non-profit and private sector applicants.

Participants are considered employees of the employer/sponsor therefore wages are insurable earnings. Employer/sponsor pays the participant wages. Shooniyaa Wa-Biitong’s maximum contribution is $10.25/hr.  The Employer can top-up the wages.

Purchase of Training – Community Initiatives

The Purchase of Training – Community Initiatives Program is designed to provide unemployed community members with training to assist them in attaining basic or specialized skills. 

Eligible participants must be a Treaty #3 member who is unemployed, at least 17 years of age and who has been out of school for a minimum of one year.

POT-C projects are considered “group” training projects that have 3 or more participants per project. Training is primarily delivered in a non-production setting such a classroom. There is provision for some on the job training, but it cannot exceed 10% of the total training activity.  Training can be a minimum of 1 week and up to a maximum of 35 weeks.

Financial assistance is available as a Trainee allowance, based on $11.00/hr, overhead, training costs and special costs to accommodate disabled participants. Please refer to Program guidelines for detailed information for eligible costs.  Allowances are considered non-insurable and administered by Shooniyaa Wa-Biitong and are paid directly to the trainee. Hourly allowance rate is $9.00/hour.

Employee Skills Development

The Employee Skills Development Program is designed to assist employers to implement work projects that will lead to the maintenance of employment skills for the unemployed. Similar to Service Canada’s Job Creation program.

Eligible participants must be a Treaty #3 member who is unemployed, at least 17 years of age and who has been out of school for a minimum of one year. All participants must meet Employment Insurance eligibility guidelines.

Activities take place on the job. Projects are intended to demonstrate the usage and maintenance of employment skills. Priorities are projects that contribute towards improving the quality of life for Youth and Children in the community.  Projects must be a minimum of 8 weeks and up to maximum of 20 weeks.  EI funds only however CRF funds can be used up 10% of the project costs to cover materials.

Financial assistance is available as participant allowances, overhead and other costs based on the number of participant work weeks, up to a maximum of $5,000. There must be a minimum of 3 and up to 6 participants per project.  Allowances including the sponsor top-up portion are non-insurable. Payment of allowances is made directly by the sponsor. Hourly allowance rate is $11/hour.  Please refer to Program guidelines for detailed information on eligible costs.

Community Enhancement Program

The Community Enhancement Program is available to assist employers to implement work projects that will lead to the maintenance of employment skills for the unemployed. Similar to Service Canada’s Job Creation program.
